Steven Lasker writes in DEMS Bulletin DEMS 10/3-10:
"This Ellington disc was released in 1948,...These discs were aimed at the collector's market, and were sold at a premium price. The series was produced by George Avakian, ..."American Record Corporation," which is printed on the labels, is a bit of an anachronism, as the name had more or less been phased out by "Columbia Recording Corporation" (from 1939) and then "Columbia Records" (from 1946)."

DEMS then quotes from page 21 of "The Billboard" (Billboard magazine), 8 May 1948, which can be viewed with GoogleBooks.
Col'bia Aims For Collectors' Market Biz Revives American Catalog
New York, May 1. Columbia Records is gunning for the collectors' market by exhuming the old American Record Corporation catalog, the original purchase of which in the mid-'30s launched the Columbia firm in the disk biz. Pressings from American masters will be made for a new series to be tabbed Special Editions, consisting mainly of hot jazz and name personality items made in the '20s and early '30s. Waxing will retail at $1.- each, and will include samplings by Russ Columbo, Al Jolson, Helen Morgan, Johnny Mercer, Hoagy Carmichael, Louis Prima, the Mills Brothers, Teddy Wilson, Bunny Berigan, Louis Armstrong, Duke Ellington, Chick Webb and a number of others.

Orders of 4 a Month
Special Editions will be released at the rate of four platters a month. A special ordering system will be used. Retailers will be restricted to one order a month, and disks will be shipped fully insured, c.o.d. Minimum orders of 10 per record will be required, at a cost to the dealer of 60 cents each. Under this modus operandi the diskery will press only the number of records ordered, and will not foot the usual breakage and returns allowance of 5 per cent. George Avakian, Columbia's collector specialist, is heading the Special Editions operation. Columbia has essayed similar ventures in the past, marketing collectors' disks under the heading of an archive series, and many of the American catalog's jazz items in its hot jazz classics album series.

First releases of the new series will be made in May, ...

Japanese record label Lucky Records specialized in issuing American popular music to Japanese audiences.

Founded in November 1934 by Lucky Record Co. of Tokyo, and owned by the Saito Shoten cotton importing business, Lucky arranged with American Record Corporation to issue material from ARC labels in Japan.

Lucky was the victim of the Tojo government's campaign against foreign cultural influence, and closed down by early 1940.

This image is from the film Paramount Pictorial No. 889. It is almost identical to the image on page 147 of Dr. Stratemann's Duke Ellington: Day by Day and Film by Film. My source advises that this Variety record was never released, and the label is a mockup made up only for the film.
In Duke Ellington: A Listener's Guide, page 69, Eddy Lambert writes
"In late 19361 Ellington began to record for Irving Mills's Master label 2 and introduced a new aspect of his recording policy by also instituting a series of recordings by contingents from the band on Mills's cheaper Variety label...Although this recording contract lasted until February 1940, the records came out on a number of labels, a fact explained by changes in the ownership of the company. In the spring of 1937, Mills was bought out by ARC ...and from the summer of that year, the Mills labels were phased out and the Ellington band started to appear on ARC's main Bruswick label, the contingent recordings coming out on Vocalion."
In his comprehensive booklet/discography for the 11 CD Mosaic release The Complete 1932-1940 Brunswick, Columbia, and Master Recordings of Duke Ellington and His Famous Orchestra, Steven Lasker says Mills' first Master Records, Inc. recordings were made in Hollywood in December 1936 and his label didn't thrive because he didn't have European distributors. He then "affiliated" with ARC who would press and distribute his product in the US. He wrote:
"Duke Ellington and His Famous Orchestra would record on a new 75-cent label, Master Records, while records made by small groups drawn from the band would be released on the 35-cent Variety label. Mills' other artists would also record for the two labels. The experiment didn't survive 1937, however, due in large part to Mills' failure to find European distribution for the new company's product. When the labels were discontinued, Master's artists and catalog were transferred to Brunswick, while Variety's artists and catalog were transferred to Vocalion."
He then tells us Ellington signed a 1 year ARC contract, with a 2 year renewal option, on Feb 16, 1938 that would expire on Feb 16 1940.

Notes:
1 Ellington's one year ARC contract expired on November 30, 1936
